Step 1: Stir the flour (1 1/4 cups), sugar (2 tsp) and salt (1 tsp) together in a large bowl, or mix with the paddle attachment in the bowl of a stand mixer.
Step 2: Add the cold butter (1/2 cup) to the dry ingredients. If you're using a stand mixer, continue to mix on medium-low speed until you get pea-size clumps. If you're doing it by hand, either use a pastry cutter, a fork, or two knives to incorporate the butter into the flour mixture.
Step 3: Add cold water 1 tbsp at a time and mix only until the dough clumps together and pulls away from the bowl. With a stand mixer, wait about 15 seconds after each addition before adding more, so the dough has time to come together without excess water. Hand mixing will commonly need at least 3–4 tbsp; stop once cohesive.
Step 5: Dust the work surface with the extra flour. Let the chilled dough sit at room temperature for about 15 minutes, until cool but pliable. Roll to about 1/8 inch thick, rotating between passes for an even shape and using only enough extra flour to prevent sticking. This makes one raw 9-inch pie crust; fit and bake it according to the pie recipe it will be used in.
