Step 1: Have the garlic minced, the dried chiles stemmed and thinly sliced, and the scallion whites and light-green parts thinly sliced before heating the skillet. Bring a large pot of salted water to a boil. Add all the trimmed, sliced green beans (1 lb) and cook uncovered for 2–3 minutes, checking from 2 minutes, until tender-crisp. Drain well and set aside; discard the cooking water.
Step 2: Mix all the soy sauce (1 tbsp), ready chicken broth (¼ cup), brown sugar (½ tsp) and measured half-teaspoon of salt in a small bowl. Keep this sauce beside the stove before starting the quick stir-fry.
Step 3: Heat all the peanut oil (2 tbsp) over high heat in a large heavy skillet until hot but not smoking. Add all the ready roasted peanuts (½ cup) and stir constantly for about 20 seconds. Do not wait for them to brown; they burn quickly.
Step 4: Add all the already minced garlic (4) and sliced chiles de arbol to the fried peanuts and oil. Stir for about 10 seconds.
Step 5: Add all the already sliced scallion whites and light-green parts to the peanuts, garlic and chiles. Stir for another 10–15 seconds, checking from 10 seconds.
Step 6: Add all the well-drained cooked green beans and toss with the fried peanuts and aromatics. Pour in all the mixed sauce and cook over high heat for 3–4 minutes, checking from 3 minutes, until the beans are hot and well coated.
Step 7: Serve the finished green beans, peanuts and sauce immediately as four side portions.
