Step 1: Pat both boneless skin-on chicken thighs dry. Combine the ¼ cup cornstarch, ¼ tsp coating salt, ¼ tsp black pepper, ½ tsp garlic powder and ½ tsp paprika in a large bowl. Coat both thighs with this dry mixture and shake off any loose excess; do not add the separate scallion-oil MSG or salt yet.
Step 3: Flip both thighs and fry the second side for another 4 minutes, until the meat is fully cooked through. Check that the thickest part of each reaches at least 74°C (165°F), continuing as needed for its actual size. Lift the fully cooked thighs out and hold them for serving. Retain the remaining hot cooking oil in the same pan for the scallion mixture.
Step 4: Chop the green parts of all 3 scallions, peel and finely mince all 4 garlic cloves, and grate enough fresh ginger (1 tbsp) to measure 1 tbsp. Place these in a heatproof bowl with ½ tsp sugar and exactly one seasoning choice: ½ tsp MSG OR ½ tsp scallion-oil salt. If the retained pan oil has cooled while preparing the aromatics, briefly reheat it until hot. Carefully pour the remaining hot cooking oil from the same chicken pan over these aromatics and stir. Keep this complete scallion-oil mixture for the cooked chicken.
