  1. Step 1: Bring a large pot of water to the boil and season that water with its separate cooking-water salt, keeping the measured half-teaspoon soup salt for the cream broth.

  2. Step 2: Scrub all the new potatoes (1 lb) and cut them into small even bite-sized pieces; peel and slice all the carrots (1 lb) to a similar size. Wash and trim the green beans (1 cup) and cut them into bite-sized pieces, measuring one cup, and have the half-cup peas (1/2 cup) ready. Put the actual potatoes and carrots into the boiling water and cook for about five minutes until fork-tender, continuing as needed for their actual size. Add all the beans and peas to the same actual pot for about one further minute. Drain all the actual vegetables and set aside.

  4. Step 4: Add all three cups milk and the half-cup heavy cream (1/2 cup) to the actual buttered vegetables. Bring just to a boil, then immediately turn the heat down to low. Stir in the measured half-teaspoon soup salt (½ tsp) and quarter-teaspoon black pepper (1/4 tsp).
