Method5 steps · about 20 min
Step 1: Mix all the sifted flour (1 cup), prepared baby shrimp (4 oz), rinsed bean sprouts (4 oz), scallions (2 tbsp), egg (1), ¾ cup water, salt (¼ tsp), fish sauce (½ tsp) and sugar (½ tsp) in a bowl. Include the optional tablespoon rice flour (1 tbsp) if using it. Keep the frying oil separate.
Step 2: Stir the batter from step 1 thoroughly so the shrimp and sprouts are distributed evenly. It may seem dry at first, then loosen as the vegetables release moisture. Prepare it shortly before frying.
Step 3: Heat enough frying oil in a wok for shallow-frying and reduce the heat to medium once hot. Scoop a heaping tablespoon of the batter from step 2 and gently lower it into the oil to start the first fritter.
Step 4: Continue adding heaping tablespoonfuls of the remaining batter from step 2 to the same hot oil, leaving room between the fritters so they fry freely. Work in about 2–3 batches, depending on the size of the wok.
Step 5: Turn the fritters in the batch from step 4 and fry until both sides are golden, the batter is fully set through the center and the shrimp are firm and opaque. Lift them out with a strainer and drain on paper towels. Continue portioning and frying the remaining batter in the same oil in further batches until all the batter is fried. Serve the finished fritters immediately in four appetizer portions, with optional ready chili sauce.
