Step 1: Separate the broccoli (1 head) into florets. Set them in a steamer over boiling water and steam for 2 minutes, then set aside.
Step 2: Cut the onion (1 large) into small wedges and the carrot (1 large) into rounds about ½ inch thick. Cut each potato (3-4 medium) into 8–12 pieces. Cut the chicken (1 lb) into bite-size pieces.
Step 3: Heat the ready chicken broth (2 cups) in a large pot over medium heat. Meanwhile, sauté the cut chicken with 1 teaspoon oil in a frying pan for a few minutes, then transfer it to the broth. Wipe the frying pan clean and heat the remaining 1 teaspoon oil. Cook the cut onion, add the carrot and potatoes, and sauté for a couple of minutes. Transfer these vegetables to the broth. Lower to medium-low, cover and simmer for about 15 minutes, continuing until the potatoes are tender and the chicken is fully cooked, reaching 74°C (165°F).
Step 4: In a clean pan, melt the butter (3 Tbsp) over medium heat, stir in the flour (3 Tbsp) and cook for a couple of minutes. Gradually whisk in the milk (2 cups) to make a smooth white sauce. Stir this sauce into the chicken and vegetable stew, season with the salt (1 tsp) and white pepper, and simmer uncovered for 10–15 minutes, stirring as needed, until thickened.
Step 5: Stir the steamed broccoli into the thickened stew and warm through. Divide among four servings and add chopped parsley if desired.
