Step 1: Mix the 2 tbsp vegetable broth, 1½ tbsp light soy sauce, ½ tsp dark soy sauce, 1 tsp sugar, ¼ tsp ground black pepper and ½ tsp sesame oil in a small bowl. Set this sauce aside.
Step 2: In a separate bowl, stir together the 1 tbsp cornstarch and 2 tbsp slurry water. Set the slurry aside.
Step 3: Bring the separate ¼ cup steaming water to a boil in a large skillet over medium-high heat. Add the 1 lb broccoli florets and sprinkle with 1 pinch salt. Cover and steam for 1 minute. Uncover and stir until the broccoli is bright green and al dente and the water has evaporated. Transfer all the broccoli to a plate.
Step 4: Wipe the pan clean and add 2 tbsp of the peanut oil over high heat. Add all the ½ lb sliced mushrooms. Let them sear undisturbed for 1 minute, then turn and cook, stirring occasionally, for another 2–3 minutes, until browned and their released liquid has evaporated.
Step 5: Move the browned mushrooms from step 4 to one side of the pan. Add the remaining ½ tbsp peanut oil on the other side, followed by the 4 dried chilies, 2 minced garlic cloves, 1 tbsp minced ginger and 2 sliced green onions. Stir until fragrant and the chilies turn dark red, without burning them, then combine with the mushrooms.
Step 6: Return all the steamed broccoli from step 3 to the mushrooms and aromatics from step 5. Pour in all the sauce from step 1 and stir-fry for 30 seconds. Stir the slurry from step 2 again to resuspend the cornstarch, add all of it, and cook while stirring until the sauce thickens. Transfer promptly to a serving plate. Serve hot as a side, or with ready cooked rice if desired.
