Step 1: Brush the insides of small puto molds lightly with the melted butter (2 tablespoons). Set aside. Add enough water to the lower reservoir of the steamer and bring to a boil; keep this separate from the measured 1 1/4 cups of batter water.
Step 2: Stir the four egg yolks, one 14-ounce can of condensed milk and 2 teaspoons calamansi juice in a circular motion until smooth and well blended.
Step 3: Fill molds to 1/3 full of the flan mixture. Arrange in a single layer on the steamer basket. Wrap steamer cover with clean kitchen towel.
Step 4: Steam flan at low heat for about 5 to 7 minutes or until mixture is no longer liquid but not fully set. Remove from heat and allow to cool completely.
Step 5: Meanwhile, sift the flour (2 cups), sugar (2/3 cup), baking powder (4 1/2 teaspoons) and salt (1/2 teaspoon) into a large bowl. Add the measured 1 1/4 cups water and the four egg whites; stir just until combined.
Step 6: Add puto batter over the cooled, partly set flan layers, filling the molds almost to the top. Check the steamer reservoir and add more hot water if needed, then return it to a boil. Steam over low heat for about 8–10 minutes, until the puto has risen and is cooked through.
Step 7: Remove from heat and allow to slightly cool. Gently remove leche puto from molds.
