Step 1: Pour the 4 cups water into a cooking pot and bring it to a boil.
Step 2: Add the 1 tsp boiling salt and the 2 lb spare ribs to the boiling water. Cover and boil over medium heat for about 60 minutes, until the meat is tender. Add more water as needed to maintain the cooking liquid and continue until tender.
Step 3: Lift the tender ribs out of the cooking liquid. Drain them thoroughly and let surface moisture drip away before coating.
Step 4: Heat the 3 cups frying oil in a suitable deep pot to about 350°F (177°C), allowing room for the ribs without the oil overflowing.
Step 5: Put the single 1 cup flour allowance into a shallow dish. Beat the 2 eggs in a separate dish for dipping.
Step 6: Roll each drained rib in the flour dish, dip it in the beaten eggs, then dredge it again from the same flour dish. Fry the coated ribs in the heated oil at about 350°F (177°C), in batches as needed, for about 15 minutes per batch until the coating is crisp, golden and cooked through.
Step 7: Lift the fried ribs out of the oil, let excess oil drain, then put them in a clean large mixing bowl.
Step 8: Combine the 6 tbsp unsalted butter, 6 tbsp Frank’s RedHot sauce, ½ tsp sauce salt and 1 tsp garlic powder in a saucepan over low heat. Let the butter melt, stir until blended and continue heating gently for 1 minute.
Step 9: Pour all the prepared Buffalo sauce over the drained fried ribs. Toss to coat and transfer to a serving plate.
Step 10: Serve with celery sticks and prepared ranch dressing as a dip if desired.
Step 11: Share the ribs between 4 people. Refrigerate leftovers promptly in a covered container and reheat leftovers to 165°F (74°C).
