Step 2: Pour ½ cup of the coconut milk into a large pot over low to medium-low heat. Reserve the remaining ½ cup for later.
Step 4: Break up the paste and mix it thoroughly into the coconut milk in the pot from step 3.
Step 6: Keep stirring the curry base from step 5 until red oil bubbles on top. Lower the heat if it splatters too much.
Step 7: Once red oil is visible on the curry base from step 6, add the full ½ lb ground beef.
Step 8: Break up and stir the ground beef in the curry pot from step 7 so it is evenly coated and starts to brown.
Step 9: When the beef in step 8 begins browning, add all the drained, cut bamboo shoots prepared in step 1.
Step 10: Stir the bamboo shoots into the same beef-and-curry pot from step 9.
Step 11: Add the reserved ½ cup coconut milk, all the 1½ cups water and the 2 tbsp fish sauce to the curry pot from step 10.
Step 12: Bring the completed curry pot from step 11 to a boil, stirring to keep the beef broken up. Continue cooking until the ground beef is fully cooked and reaches 71°C (160°F).
Step 13: Serve the fully cooked curry from step 12 hot as four portions, with optional separately prepared cooked rice.
