Step 1: Heat the oven to 375°F / 190°C. Line a large baking sheet with parchment paper.
Step 2: Lightly pulse the ¼ cup oats in a blender if they are not already prepared. In a large bowl combine all the ground chicken (1 pound), egg (1), pulsed oats, chia seeds (1 tablespoon), chili powder (1 teaspoon), salt (½ teaspoon), ground cumin (½ teaspoon), garlic powder (½ teaspoon) and onion powder (½ teaspoon). Mix with your hands until combined, then shape the entire mixture into 16 meatballs.
Step 3: Arrange all 16 raw meatballs on the lined baking sheet. Bake at 375°F / 190°C for 15 minutes, then remove them from the oven; they will have a second bake in sauce.
Step 4: Pour 1 cup of the ready red enchilada sauce into a 3-quart baking dish. Add all the first-baked meatballs, then pour the remaining 1 cup sauce over them.
Step 5: Cover the sauced meatballs with all 1 cup shredded Colby and Monterey Jack cheese. Return to the 375°F / 190°C oven for about 10 more minutes, until the cheese melts and bubbles and the center of the chicken meatballs reaches 74°C / 165°F; continue baking if needed.
Step 6: Remove the finished meatballs from the oven and serve in 4 portions of 4 meatballs with sauce. Add any desired cilantro, diced onion, diced tomatoes, Cotija, and sour cream or plain Greek yogurt toppings.
