Step 1: Cut the 7 whole chicken wings at the joints to separate the drumettes and flats for frying. Set the wing tips aside for another use.
Step 2: Rub the ½ tsp salt over the separated drumettes and flats. Cover and refrigerate for 10 minutes.
Step 3: Combine the 3 tbsp flour with the optional ¼ tsp cayenne. Toss the salted wings in this mixture for a light coating. Cover and refrigerate the coated wings for 30 minutes.
Step 4: Heat the 2 cups frying oil in a suitable cooking pot over medium heat. Fry the coated wings in batches as needed to avoid crowding, for about 12 minutes per batch, until golden and every piece reaches 165°F (74°C) in its thickest part without touching bone. Lift out and drain the cooked wings.
Step 5: While the wings fry, melt the 4 tbsp butter gently in a saucepan. Stir in the 3½ tbsp hot sauce and ¼ tsp garlic powder until the sauce is evenly blended.
Step 6: Put all the drained, fully cooked wings in a clean large bowl. Pour the Buffalo sauce over them and toss until coated.
Step 7: Arrange the sauced wings on a serving plate, with prepared ranch dressing, carrot slices and celery sticks if desired.
Step 8: Serve promptly and share between 3 people. Refrigerate leftover wings promptly in a covered container; reheat leftovers to 165°F (74°C).
