Step 1: Melt the butter (3 tablespoon) over medium heat. Sauté the onion (100 gram) until translucent, add the mushroom and cook until wilted, then add the ground beef (200 gram) and cook, breaking it up, until cooked through and reaching 71°C/160°F.
Step 2: Add all-purpose flour (40 gram), and stir until the mixture clumps together. Slowly pour the milk (250 ml), and keep stirring until the sauce is thick and smooth.
Step 3: Add mashed potato (400 g), nutmeg (2 teaspoon), salt (2 teaspoon), ground pepper, sugar (1/2 teaspoon), cheddar (40 gram), and celery leaves. Mix well, and cook until the sauce is dry with no standing liquid. Turn off the heat and set aside.
Step 4: Let the prepared ragout cool until safe to handle. Shape tablespoonfuls into roughly 40 balls. Coat each with panko, then beaten egg (3), then panko again, using the shared 2-cup panko batch for both coats.
Step 5: Heat a pot with at least 2 inches of oil to about 170°C/340°F. Fry the coated balls in uncrowded batches until golden and crisp with the coating cooked through. Remove with a slotted spoon and drain on a wire rack.
Step 6: Mix the mayonnaise (2 tablespoon) and chilli sauce to make the serving dip. Serve the fried bitterballen immediately with the dip.
