Step 1: Prepare the Shrimp (1 pound): Thaw the shrimp and remove any excess water. Mix with garlic (5 cloves), cumin (1 teaspoon), salt (1 teaspoon), and pepper (1 teaspoon). Set aside.
Step 2: Heat the tablespoon of olive oil (1 tablespoon) over medium heat and sauté the 3 cloves of garlic until fragrant. Add the 2 cups of already cooked, chilled rice and stir until hot. Set aside.
Step 3: In the same pan, combine annatto oil (¼ cup),2 teaspoons cumin, turmeric (2 teaspoons), onion (1 medium), ají amarillo paste, bell pepper (1 medium) and tomatoes (2). Simmer over medium heat for 10 minutes, stirring often.
Step 4: If using wine, pour it in now. Continue simmering for 5–7 minutes until the bell pepper and tomatoes are tender.
Step 5: Combine Rice and Peas: Add the rice and green peas (½ cup) to the sauce, mixing until the rice is fully coated.
Step 6: Reduce the heat to low, add the seasoned shrimp and stir until they are opaque, firm and cooked through.
Step 7: Finish and Serve: Taste and adjust salt (to taste) if necessary. Garnish with cilantro and serve with lime wedges.
